DESCRIPTION

Provision of passenger public railway service in the Mexican Railway System. The first routes considered are:

1. México-Querétaro-León-Aguascalientes
2. Manzanillo-Colima-Guadalajara-Irapuato
3. México-Querétaro-Guadalajara-Tepic-Mazatlán-Nogales
4. Aguascalientes-Chihuahua-Ciudad Juárez
5. México-Veracruz-Coatzacoalcos
6. Tren Interurbano AIFA-Pachuca
7. México-Querétaro*
8. México-San Luis Potosí-Monterrey-Nuevo Laredo

In accordance with the Decree declaring a priority area for national development, the provision of the public passenger rail transport service in the Mexican Railway System (the "Decree"), on the concessioned general railway communication routes, will be given preference to the provision of the public railway passenger service and the public transportation service will be respected in the terms of the provisions of the respective concession. In the event that the concessionaires of the public freight rail transportation service do not present viable proposals in investment, construction time, track modernization to provide passenger service or do not express their interest and acceptance, the Federal Government, through the SICT may grant assignment titles to the Secretariat of National Defense or the Secretariat of the Navy, or, where appropriate, to individuals who present proposals and are interested in providing the passenger rail transportation service in terms of the provisions of the Law.
