DESCRIPTION

On December 20, 2024, the DECREE was published in the Official Gazette of the Federation, amending, adding, and repealing various provisions of the Political Constitution of the United Mexican States, regarding organic simplification. The Congress of the Union will have a period of ninety calendar days from the entry into force to make the necessary adjustments to the relevant laws to comply with it, except as provided in the Tenth Transitory Article. In this context, changes in the telecommunications sector are particularly highlighted, so the information presented below may vary according to the deadlines set by the Federal Government.

The project consists of the use, utilization and commercial exploitation of the available radioelectric spectrum segment available in the frequency band 2483.5 – 2495 MHz for the provision of the complementary terrestrial service of the mobile satellite service.

- Block: Block S.
- Spectrum use technique: Time Division Duplexing (TDD).
- Block size: 10 MHz.
- Segment: 2485.5-2493.5 MHz.

The elements of the complementary terrestrial component must be connected without any physical or logical impediment to the network elements of the satellite system, in order to carry out resource management and coordinated operation for the provision of the service as a single network and must have at least the following elements:

- Policy server for operation between the complementary terrestrial component and the satellite system.
- Central database server.
- Signaling or control server.
- Service interface between access network and core network.
- Service interface for external networks.
- Policy, quality of service and charging server.
- Server for real-time control and optimization of the use of frequencies and resources of the satellite system and the complementary terrestrial component.

The provision of the Complementary Terrestrial Service of the Mobile Satellite Service in the block will have a national geographical coverage.

In telecommunications matters, Mexican legislation provides for foreign participation of up to 100% through a company incorporated under Mexican law.
